The reason I offered Medicaid was because that would be the simplest conversion. Medicare is designed for old people with old people's diseases in mind. Plus it's paid for from a dedicated tax. Medicaid is designed for younger people and their medical needs and is paid for out of the general fund. Using Medicaid would be pretty easy to implement. You just have to change the eligibility criteria.
