I doubt that 30-35% of adult Americans can't write a check or read a newspaper article (note "can't read a newspaper article" is not the same as either "doesn't care to read a newspaper article", or "struggles slightly when reading a newspaper article")

21-23%? Well that's not quite as outlandish, but I still think its high.

I did a quick google search and the estimates are all over the place. From the low teens to 60 percent. Doesn't exactly seem like very solid data.
