You seem to be locked into thinking that all people have to fit into existing programs as they are now defined..... It really doesn't matter what you want to call it.... If your "idea" of putting them on Medicaid were used, the qualifications would have to be tailored just as they would if they would be included in Medicare or covered by an entirely new program..... You're hung up on a name....

Really? Well for a person who claims to have detailed knowledge
of Medicaid I suggest you do a bit of reading yourself..... Medicaid is not a federal program, it's a federal-state program where the feds give matching grants to the states according to a certain formula. The states administer the funds.... Here's a good tutorial that will help: It's pretty basic stuff.
