Considering 1980-1992, and 2000-2008 is 20 of the last 28 years, your statement has a ring of truth to it.

If you want to look at 1960 to 1980, then my view using your measurement says "Mostly under democrats".

I still see no reason to let the govt expand it's control in running health care.

I assume you think capitalism is alright in your trade but not health care.
