The merit's of subsidies to the O&G industry will be debated. You can see from what happened in Canada recently with increased taxes production went into decline. When the government gets mixed up in things many unintended consequences occur. Ethanol is a recent painful and costly example. Driving up land values for wind farms will have consequences. The noise and bird carcases wont be acceptable to anyone wanting to own land near these turbines. Wind in Texas is probably not such a bad thing as it can help offset LNG imports.
