Perhaps you meant something else. Fair enough. Let's look at FISA. Now that the gov't has a secret listening program in place (anyone recall the Total Information Awareness program that they supposedly shut down? yeah, right) and Congress shows no interest in overseeing it and the telcos have immunity (almost) and the Supreme Court refuses to hear a case concerning it, what now? How do you see that cat being walked back? It seems to me that newly-won gov't powers are sorta like the baseline in baseline budgets; they become institutionalized.
