Basra is supposed to be a city where the fighting is over, and the locals are in charge of law enforcement. Basra's population is almost all Shiite, so ethnic tensions aren't at play there. One other point. As I learned in Physics 101 (which I am taking online for free), a measurement is useless unless you know the margin of error. It's entirely possible that the record keeping is better in Detroit (and Baltimore), and that that accounts for a lot of the difference. For all we know, the murder rate in Basra is actually higher. - Allen
