It was "government entities" (or government sponsored entities, i.e., university research) that invented the entire nuclear industry I think this government regulation that stalled further nuclear plant development is what they had in mind. "Plants already under construction were stymied by new requirements that caused tremendous uncertainty both in building and in the actual start-up of power production"
