Not a subsidy? You're not living in the real world. Back in the day when I was a park ranger for Santa Barbara County the Parks Dept. charged user fees at the north County parks in order to pay for the many botanical gardens scattered throughout the upscale sections of the City of Santa Barbara...which had very limited parking in order to discourage anyone from outside the immediate area from using the parks.
