Judy,

there is a hefty tariff put on foreign steel products stemmed from Japanese dumping back in 80's - to protect domestic steel makers.

while TAM supplies tons of pipes their prices are not as cheap as MAVK or NSS. TAM also has some capacity constraint.

However, drillers have been lobbying congress to temp drop the tariff because small guys cannot get pipes

China already express interest to supply if the tariff is dropped.
