I'm not disputing your data about "number of people who filed a tax return in 2000 who had an income of $20K or less". I'm assuming your data is spot on, so I don't need other data to dispute it. I'm not disputing it.

I'm pointing out that what your data measures isn't the issue in question. We aren't discussing the "number of people who filed a tax return in 2000 who had an income of $20K or less" but rather the number of people who currently pay not net income tax each year.

BTW I use the term "net tax" or "on the net, pay tax" or other varients for an important reason. Their are people who have taxes deducted, but get EITC or other refundable credits that equal or exceed the amount of tax they pay. This group would be filers (or at least most of them would be, why avoid filing if it means you lose money) but there is another group of people who don't file.

You want to present the "number of people who filed a tax return in 2000 who had an income of $20K or less" as it it was the number of people who don't pay income tax. Well I suppose we could live with 2000 data (although current would be much better), but your ignoring the people who have a gross income of over $20k but no net tax liability, and also those who don't file.
