In my view, the best way of knowing the effectiveness of a society's laws and their enforcement is by determining who lives in fear - the citizen or the criminal. The liberalization of society is emboldening the criminal more and more; and frightening the law-abiding, taxpaying citizen more and more. Your story and its current result on local B&Es is a microcosm of this fact. God be with you, Gersh.
