I'm not sure what you point is. They are largely "the commons" because they aren't divided and given to individuals, the way health care treatments are. If a single specific example of a doctor performing one procedure (not one type of procedure, but one instance of that procedure) contributed to the health of the public at large, and if this was normally the case, whenever health care workers performed some procedure, than it would make sense to describe health care as the commons.
