Well they said there where 15 million non filers. 15 million would only be 5 percent of the people of the US. But of course households have multiple people. I'm not sure what percentage of "tax paying units" that would be. Some of these non-filers would be individuals, others would be households of 2, 3, 4, 15, whatever...
