The #1 Question I hope we can answer, is what law exists that allows broker dealers to expand the stock issuance provisions above the legal authorized and outstanding?

Know this, broker dealers are equivalent to distributors in a physical goods distribution business. A distributor may take an order ahead of supply arriving, the current situation breaks down because the broker dealers are processing iou's and are not demonstrating any inclination to locate any supply.

Market has been showing strong accumulation, but the question is, how are the broker dealers actually filling these orders? They are not matching actual inventory within the authorized supply complex, which denies shareholders of a market price, instead, they are matching accumulated IOU's on demand using the IOUs as proxies for the products being bought and sold..

This is an appropriated behavior which is not authorized in law, and if it is, and Ive missed it, please show where.
