Nice attempt to dodge the point but it doesn't work.

Yes the infrastructure doesn't always work for everyone, its not just snow, but flooding, or some major natural disaster, or a hazmat spill, or even just a regular accident causing huge backups.

But not working perfectly doesn't mean the infrastructure is divisible. You don't own that little part of the street near your driveway. If other drivers can get there they can use it and you can't legally bar them from it or charge them for its use.
