The 2003 figures may not have included the sumplimentals.

Also that's about "has increased", not "is increasing". Its 2008 now. 2008 is still in its early stages, but for "is increasing" I'd expect something like evidence that the increase from 2005 to 2006 was large, and then the increase from 2006 to 2007 was large.
