Thanks, Frank. Yes, the powerpoint preso is a start, but perhaps insufficient, IMO. Not to demean the report, and its statistically significant results.

I'd be looking for dollar amounts, A:B comparisons (i.e., comparable areas (A migrated to broadband, B didn't) and even relative measurements of efficiencies/improvements in education, commercialization, etc. Before/after comparisons, too (Iceland would probably be an excellent place for such a study).

I'll keep looking for such studies, hoping to find valid data (local or national) demonstrating increased and measured benefit from greater throughput.
