"Its beyond a consensus view in economics, its near universal." Not the way you are using it. It is only a dead weight loss if the costs of the taxes exceeds whatever benefit is realized from it. "If the state has advantages in terms of built up capital, education, location, network effects, etc" How did they get those things? Infrastructure doesn't appear magically out of the ground. Neither does good police protection, transportation systems, fire fighters, etc. Rich states tend to have these things. Poor states, not so much. A poor state has never gotten rich by cutting taxes and reducing services.
