Not the way you are using it. It is only a dead weight loss if the costs of the taxes exceeds whatever benefit is realized from it.

How did they get those things? Infrastructure doesn't appear magically out of the ground. Neither does good police protection, transportation systems, fire fighters, etc. Rich states tend to have these things. Poor states, not so much. A poor state has never gotten rich by cutting taxes and reducing services.
