There hasn't been continual fighting for 1400 years. There have indeed been long stretches during the last 1400 years when what is now Iraq was not beset with violence. (I will grant that overall historically it has been a fairly violent place). In any case there is no good reason to think the cause would require a commitment anywhere near that long (or that if it did require such a commitment that it would get one)
