"During 2007 the Company expects to utilize ..." refers to the fact that the tax return was not complete and filed as of the filing of the 10-K. The tax return is due 3/15/2008 and may or may not be filed by that deadline. It could be filed later by filing a Form 7004.

There could be tax decisions or choices of how to handle certain things.
