Lane, my understanding is that the "reserve account" computations are simply for the purpose of determining the employers future rate of contributions to the fund. The reserve account can be negative or positive. A negative account does not mean that the employer will have to pay the amount of the deficit.

As an example, if you went out of business and laid off all of your employees you would not "owe" their UI benefits. If you started up again, however, your percentage contributions to the fund might rise slightly.

I have not researched this but this is my opinion. Ed
