Yes, that's the way I read it, although I don't know if "slightly" applies. The contribution would have to go up enough to maintain a positive balance in one's reserve fund. That would be pretty hard on a seasonal business.

(I took a quick look at NJ, where I grew up. Looks like "slightly" is a couple of hundred percent.)

In any case, Ed, I don't see how you can reasonably interpret objection to that as some "dark side" opposition to unemployment insurance.
