You are right, but who cares.

Philosophy is one thing and psychology is something else.

Philosophically Thomas Jefferson listed the unalienable rights to include life, liberty, and the pursuit of happiness. This was similar to John Locke's philosophy that also included health. These are vision things.

The actual levels (expectations) of these rights are psychological.

The important thing is to agree to pursue the philosophy.

The implementation is actually the easy part. It is just a matter of budgetting and increasing productivity.
