Why would it be the same? What is the point of having all those levels of societal organization if they all play the same role, do the same thing? Makes no sense to me.

why would anyone vote against a health care system that defines proper health care that includes a cholesterol test.

If you don't know that by now, you must have missed the last five thousand posts.

I can see you voting for it with the proviso that if the money is there nd that if it is not there we should find a way to get it.

I'm all for everyone getting health care. I would never vote for anything that wasn't fiscally sound long term, conveyed a new right out of whole cloth, or restricted availability or choice. I'm happy to entertain any options that doesn't have those fatal flaws.

But I can't see the rationale to vote against the proposal because some people are in some way not deserving.

Me neither. I still don't know where that "deserving" thing comes from.
