But when your not paying as much and can't save as much your incentive to put a lot of effort in to paying less (and possibly make less efficient investments just because they are better at helping you to avoid the taxes) goes down.

So let's make it zero and have 100% compliance. Quite a budget deficit but no tax loopholes.
