Brazilians attempting to enter American jails, to gain a better lifestyle than they have in Brazil, are simply deported.

The majority of inmates in the US jail system are there for offenses related to drug abuse or mental illness. When Americans choose to treat drug addicts and the mentally ill differently, prison populations will drop to 1/3 of what they are currently.

Schwarzenegger's plan is a good start. Yet American homes still require no walls topped with broken glass as is the custom in Brazil which cannot afford an adequate and honest police force to provide protection.

A proper police force would cost less than the construction of walls to keep out "hair thieves" and murderers. This "low service" approach is typical of Third World nations.

If Brazilians become wealthier, they will tire of this lifestyle and hire honest police. Alternately, they will end up living like those in Mexico City where wealthier home owners in Lomas de Chapultepec hire teams of private security to patrol the walls of their home with machine guns, and install radar-controlled thick metal plates which automatially drop over their windows to protect against incoming rocket attacks.

You would never believe people live like this until you see it for yourself.

As a woman giving me a manicure in Mexico City told me, "La gente que vive en Lomas no tienen amigos." -- "The people who live in Lomas have no friends."

In Brazil she might have said, "Os Coelhos que vivem em Curitiba não tem amigos. Não são suficientes armas e munições para mantê-los seguros." --

-- "The Coelhos who live in Curitiba have no friends. There are not enough guns and ammunition to keep them safe."
