You obviously seem to like WHO more than CATO, but why don't you pay attention to the observations and arguments rather than the group making them.

Arguing that logical arguments are wrong because of the person or group making the arguments is the the ad-hominem fallacy.

If the issue was how many people live in Pittsburgh, and Cato showed that Who was counting people for the entire state of PA, would Cato also have to make its own count of people in Pittsburgh (assuming the data wasn't easily available), to show that WHO was wrong?
