That would be known as "cherry picking"..


Its what's properly known as providing insurance.


The universal plans being proposed would mandate coverage for all despite a pre-existing condition.


Than its offering something else in addition to insurance.

Its either a program something like Medicaid (if the government is providing it itself), or is an expensive pre-paid medical plan for those with pre-existing conditions (if they bear the costs themselves), or its forcing other people to subsidize their pre-paid medical care plan.
