Adding to the evidence, the recently published Economic Report of the President 2008 contains a nifty graph on page 94. It shows that during the past 25 years, as imports have been trending inexorably up as a share of our economy, the unemployment rate has been trending DOWN.

I suspect that has mostly to do with the definition of unemployment. For example, if you defined it as the fraction of Americans employed, I doubt it is true. Not that I would expect ANYTHING out of CATO to catch nuance. It is hard to forget the many years of denying smoking caused cancer.
