"Who is being monitored illegally? " Don't know. That is what the suit is about. You've made a big deal about the amount of money the suit is asking for. But, that only is a big figure if, in fact, they are monitoring illegally lots of people. The lawsuit specifically excludes foreign powers and their agents along with anyone seeking to engage in acts of terrorism.
