In a way, it's rather like the illegal problem. Control the borders before you take on the enormous problem within the country.

Excellent analogy. Insisting that the borders need to be controlled first isn't ideology, at least not for those with more brains than passion. It's common sense. You don't replace the rug in your basement until you fix the plumbing leak. Otherwise the new rug will just get ruined. And the one after that. Doesn't take much of an analyst to figure that out.
