Then you must know that you have a choice as to tear down the exitisting system and to build an all new system or to update the existing system.

You must then also know that you have to know where you are going before you do anything. In this case, you have to know if you want a single payer system or not from the getgo.

The end user, in this case, want a single payer universal system. FDR provided us with the rationale. The rest of the world has adopted it. There are plenty of examples to try to improve on it.

You, on the other hand, do not want a system that is based on a "right" to health care and therefore you can't get to where ever it is that you want to get to.
