No, that's exactly wrong.

I've explained this a zillion times on SI and I will do it one more time. People often confuse requirements with design. In this case, single payer is design. The requirements are either unidentified or murky. Until we identify the requirements and work through a design process, we shouldn't be advocating for any particular design. The design is the product of analysis, not the objective. It's a terrible, but common mistake. One of the reasons why so many computer systems suck.
