If we are going to have a federally designed system, something like what you suggest wouldn't be a bad idea. People are covered so they don't get wiped out by medical costs, but they aren't forced to buy expensive insurance. But I have real doubt that such a system would ever pass, or that if it did it would stay that way. You would get all the talk about "these people can't afford the $2000 expenses without getting any coverage" and you would get a bunch of claims about how its absolutely necessary to cover every possible situation, which would drive up costs even for a high deductible policy.
