When NJ hits bottom - runs out of money - you may see some action from the locals, but it hasn't happened yet. One example in microcosm happened in my town. Enough people got fed up with the poor test results and HS preparation in the elementary school to band together a create a charter school. There was of course a LOT of opposition from the school board, including lawsuits, and financial and operational difficulties, but it is now established and doing well. And surprise! the competition forced some very positive changes in the regular elementary school as well.

More likely though, when the sh*t finally hits the fan, no NJ politician will want to take on the responsibility and the feds will come in at least for a while.
