The force levels will be lower, because such a level won't be needed without a large active anti-insurgency operation.

Do I KNOW this? Not in a sense of mathematical type certainty, but in that sense I also don't KNOW that the US won't be a communist state in 10 years, or that the current government of Taiwan won't take over mainland China in my lifetime. But the odds of me being wrong on any of these issues is extremely low to say the least.
