No its quite a large factor. I've seen studies putting it at 70% for the marginal additional tax dollar (and that's not even including any perverse incentives from the program itself, only from the government raising them money with our complex tax system in the first place). Now if its 70% of the marginal dollar it would be less for the average current taxed dollar (because the distortion increases as the tax burden becomes more significant. Also I'm sure you wouldn't accept the 70% idea on the marginal dollar, but even if its say 15% (a figure I consider to low) its still a major consideration.
