Also I'm sure you wouldn't accept the 70% idea on the marginal dollar, but even if its say 15% (a figure I consider to low) its still a major consideration.

Like I said, so consider it. But you better be able to specifically quantify it and not just be making stuff up. Then you decide which is more efficient government or the private sector and move forward.

It's not complicated; we've been doing it for years.
