Sort of chicken and egg, isn't it? Under the British, the insurgency didn't end until they withdrew their troops. If we wait until the insurgency ends before drawing troop levels down, that could be a very long time.

While the death toll is lower than it was through much of 2007, it still is about the rate it was in 2006.
