Baghdad is back from the brink of anarchy but that is not improving.

If you define anarchy is bad (and most people would) then what you describe is an improvement.

Violence continues throughout the country including Baghdad.

"Getting better" doesn't equal or imply "is really good".

And the overall quality of life has not improved.

Yes it has, particularly, but not only, in Anbar.

In fact, Iraq is a mess.

Irrelevant to the point. Again - "Getting better" doesn't equal or imply "is really good". It doesn't even imply "isn't bad".

The improvement has been quite dramatic. Of course starting from as bad as it was "quite dramatic improvement" still doesn't mean we are where we need to be yet.
