Baghdad is back from the brink of anarchy but that is not improving. If you define anarchy is bad (and most people would) then what you describe is an improvement. It may be an improvement but conditions are still very bad after 5 years. Violence continues throughout the country including Baghdad. "Getting better" doesn't equal or imply "is really good". Splice it anyway you want.......there is no reason for us to remain in Iraq.
