I think these guys got it wrong. SMIC is a licensee, TSMC is a foundry that SPSN has used to supplement production. TSMC is probably where the fab cuts are happening. SPSN wants SMIC to succeed. If the ramp isn't happening at SMIC that would be something to look at.
