In Win98, there is only one shell which is IE4.

I'm more familiar with future NT versions than Win98, so I'll take your word for it. This, however, is exactly what people (consumers *and* Netscape) are complaining about. Consumers don't want it (of course they'll buy anything the marketing people tell them to), but MSFT is going to ship it anyway, with the (apparent) express purpose of putting Netscape out of business. IMO, that's unfair and unethical.
