But if you could, and if I did get paid back, than no one would be stealing from me, and if you leave your kids a positive net balance, than no one is stealing from them.

For purposes of the future generations in a country a positive net balance, isn't limited to the government's credit status, but includes the private economy. Generally each generation leaves the next on a larger economy (in real per capita terms, obviously nominal terms would be a useless way to measure things)
