Check the rest of the web site you linked to, they approach Stratfor levels of credibility. The individual hasn't done enough math of what's involved. As for the out of phase radar not being detectable by the aircraft's countermeasures suite, the countermeasure antennas will be sampling only a small fraction of the wave.
