Labor is only about 25% of building costs in the US. Also Iraq could only provide the unskilled labor, not much of the skilled force. The cost of hiring from abroad would more than offset the costs saved from hiring Iraqi unskilled labor. Then there are the secuity issues of hiring the Iraqi's.

As I said before this is not one building and because of the security requirements is probably much more expensive per square foot than the costs I gave. A billion dollars easily.

If you think that's high just wait till we build a permanent military base.
