My guess is that Spitzer and those like him may have been taught to respect others, but sometimes, it doesn't "take". I would be willing to bet that Spitzer was a spoiled little boy, who got his own way most all the time! And he is still that little boy inside, who thinks that others are to be walked on, and that rules apply others, NOT TO HIM.
