if the increase in quality doesn't bring in more dollars, then it *is not* a productivity improvement given the definition of more efficiently producing dollars - and that's the definition.

if the quality improvement brought in more dollars THEN it would increase productivity. if they spend an extra $5 billion and get no dollar return except for some phony $10 billion voodoo money added into the gdp figures... that's insane.

this is pretty obvious stuff unless your purpose is to manipulate the economy and write cool books as an adored fed chairman (not so much anymore).
