Do they all get a say? If one stakeholder vetoes a proposal, does that make it a no go? If Obama can veto any proposal, then he should do so. None of the outcomes favor Obama.

Presumably they would all have to agree. Also the FL (Rep) legislature would have to change the law on mail in votes (currently only allowed for ballot initiatives). And there is a 30 day "comment period" required by the Nat. Dem party.

I don't see any of it happening. FL isn't efficient when things are spelled out a year in advance... this is way over their ability to make something happen.

But you can be sure the Clinton side will push for the delegates to be seated based on the original (non) vote. That will probably be the real fight.
